Born 11 October 1891.  Died 1942.  Named in memory of Roswell P. Flower of Watertown, who was the 30th Governor of New York State (1892 -1894).  The library in downtown Watertown, New York was also dedicated to Governor Flower's memory.  Roswell Giltz was employed as a Maintenance Foreman by the New York State Highway Department, residing at Philadelphia, then Watertown, Jefferson County, New York.

Born 24 October 1914 at Philadelphia, Jefferson County, New York.  Died Sunday, 16 January 2000, age 85, from complications of colon cancer at Valley Health Services, 690 W. German Street, Herkimer, New York, where he had resided since 20 October 1999; remains were cremated at the Chenango County Crematorium, Earlville, New York and subsequently interred in Black River Cemetery, Black River, Jefferson County, New York.  Graduated from Philadelphia High School and Deibert’s Business School, both in Philadelphia, New York.  Employed as a farm machinery dealer at International Harvester dealership in Theresa, New York.  Was also employed for a period of time as a grocer.  Was also a member of the Fraternal Order of Masons.  Resided in Philadelphia, Watertown, Clayton, and Theresa (Ogdensburg Rd, 13691), all in Jefferson County, New York.  In 1991 moved to Herkimer, Herkimer County, New York, residing there at 115 ˝ E. German Street.
